Disabled child welfare allowance

Target audience

People under the age of 20 who live at home and require constant care in their daily lives due to severe mental or physical disabilities.

Amount paid

Monthly fee: 15,690 yen (revised from April 2020)
Payment will be made for the three months up to the previous month around the 10th day of May, August, November, and February (there are some exceptions, such as those who have been certified for the first time or those who have lost their qualifications).

Degree of disability covered

Those who fall under any of the following disabilities (Appended Table 1 of the Enforcement Order of the Act on the Payment of Special Child Rearing Allowance, etc.)

  1. Visual acuity in both eyes is 0.02 or less
  2. Hearing in both ears is such that it is not possible to distinguish between voices even with hearing aids.
  3. Those with significant impairment in the function of both upper limbs
  4. Missing all fingers on both upper limbs
  5. Those who have completely lost the use of both lower limbs
  6. Those who have lost more than half of both thighs
  7. Those who have a disability in trunk function to the extent that they cannot sit down
  8. In addition to what is listed in the preceding items, a condition that is recognized as having an impairment in physical function or a medical condition that requires long-term bed rest is equivalent to or greater than the preceding items, making it impossible to carry out daily activities. something of a degree
  9. A mental disorder that is recognized to be of the same level or higher than each of the preceding items.
  10. Cases in which physical function disorders, medical conditions, or mental disorders overlap, and the condition is recognized to be at least the same level as each of the preceding items.

(Remarks) Visual acuity shall be measured using the universal eye chart, and those with refractive errors will be measured using corrected visual acuity.

Payment restrictions

Those who fall under any of the following categories are not eligible to apply or receive benefits. For details, please contact the Disability Welfare Division.

  1. Those whose income exceeds the income limit (Note)
  2. Persons admitted to a facility
  3. Those receiving a public pension due to disability

Note: Whether or not the income limit is exceeded is determined based on the amount deducted from the income of the person and those responsible for support, etc. For details, please see the income limit table and deduction amount table below.

If the following conditions apply, you can receive an additional limit.

  1. If you have a spouse eligible for the elderly deduction or a dependent relative for the elderly, 100,000 yen per person will be added to the maximum amount for eligible recipients.
  2. If you have specified dependent relatives, 250,000 yen per person will be added to the maximum amount for eligible recipients.
  3. 60,000 yen per elderly dependent if there are elderly dependent relatives (if there are no other dependents other than the elderly dependent, then per elderly dependent except for one of the elderly dependents) will be added to the limit amount for those who are obligated to support.

The above items will be deducted from the income of the individual and the person responsible for supporting them, and the income will be determined.

4. Request for direct debit of special disability allowance etc. (enter the account number in your name)

Note : A medical certificate is not required for those receiving severe mental and physical disability allowance.

Note : There is an item to enter your personal number (My Number) in 1 and 2.
