This area is located approximately 20 kilometers southwest of the Shinjuku subcenter and serves as the entrance to Tama New Town. The Keio Sagamihara Line runs through the center of the district, and parallel to it are the first-class river Misawa River and the Tōdō Tsurukawa Street.
The surrounding area of this region is approximately 212 hectares, extending about 1.9 kilometers east-west and about 2.0 kilometers north-south, bordered to the north by Tama New Town, to the east by the Tokyo Yomiuri Country Club and Komazawa Gakuen, to the south by Hirao Housing Complex, and to the west by Kurikidai in the Asao Ward of Kawasaki City.

Basic Policy for Community Development

The Sakahama Hirao area is located in the lush Tamagawa hills, where many satoyama, secondary forests, and historic shrines and temples closely connected to people's lives have remained since ancient times. However, due to its relatively close proximity to the Shinjuku subcenter and the ongoing urbanization in the surrounding areas, development pressure has been increasing. This raises concerns about the possibility of disorderly urbanization, making planned community development necessary to prevent this in advance.
In August 1997, a city planning decision for the "Sakahama Hirao Land Readjustment Project" was made with the intention of being implemented by Tokyo Metropolitan Government. However, due to the shift in policies for public housing supply by the Tokyo Metropolitan Government and the deterioration of project profitability due to the long-term economic downturn, the implementation of the land readjustment project has become difficult.
Therefore, a Sakahama Hirao Community Development Study Committee was established among the local community, Inagi City, and Tokyo Metropolitan Government to review community development in three categories: (1) community development areas based on the District Plan, (2) areas to maintain the current environment, and (3) areas for promoting comprehensive development through cooperative implementation.
Subsequently, in the community development area under (1) the District Plan, the Sakahama Nishi District Plan was decided on October 4, 2007. Within the area under (3), Kamihirao District (approximately 25.1 hectares) has completed the land readjustment project through cooperative implementation, while Kodar District (approximately 29.3 hectares) is currently undergoing the land readjustment project through cooperative implementation.

The "Sakahama Hirao Community Development Image Diagram" formulated in March 2006 shows the community development methods and target areas that were envisioned at the time of its formulation. Therefore, it does not necessarily align with current urban planning, etc..
