What is sewer usage fee?
This money is used to cover the costs of treating sewage discharged from your home or business at a final treatment plant, the cost of cleaning facilities such as sewer pipes, and other maintenance costs. This will be your responsibility.
Submit the “Notification Form for Commencement of Public Sewerage Use, etc.”
Once construction of drainage equipment begins in your home, you will need to submit a notification to begin using it.
The designated sewerage construction company will handle this notification for you, so please check the contents, sign and seal it, and hand it over to the construction company.
Note: Please submit the same document even if you will not be using the sewerage system temporarily due to reconstruction work, etc. If you do not report, you will be charged a sewer usage fee based on the amount of water used, even if you are not using the sewer system.

Payment of usage fee
Sewerage usage fees are to be paid in two months together with water charges.
Payment methods include bank transfer, payment notice, credit card, and smartphone payment. Regarding bank account transfers, we have started a new ``web bank account transfer reception service.'' You can easily apply for a bank transfer using the Internet, so please take advantage of it. For details, please refer to the Tokyo Metropolitan Bureau of Waterworks homepage (external link) .
Calculation of usage fee
Usage fees are calculated based on the amount of wastewater you flush.
Note: The amount of water used is considered the amount of waste water.
The usage fee will be reduced
In the following cases, you may be exempt from paying part of the usage fee (basic fee) upon application.
(1) Those receiving livelihood assistance. (2) Those receiving child support allowance or special child support allowance. (3) Those who reside within the city and belong to a household that is exempt from resident tax and has any of the following members:
- Those who have been issued with a physical disability certificate and whose degree is level 1 or 2.
- Those who have received a love notebook and whose degree is 1st or 2nd.
- Those who have been issued with a Mentally Disabled Health and Welfare Handbook and whose degree is level 1.
Please notify us when changing
Please notify the Tokyo Metropolitan Bureau of Waterworks Customer Center if there are any changes such as suspending, discontinuing or restarting the use of the sewerage system, or changing the name due to moving etc.
