About petitions and petitions

The City Council receives citizens' hopes and wishes regarding municipal administration in the form of petitions and petitions, carefully deliberates these petitions and petitions, and decides whether to adopt or reject them.
Among those adopted, those that are appropriate for the city's executive agency to implement will be sent to the mayor.
An introducing member is required for the petition. Petitions are handled slightly differently than petitions.
Petitioners and petitioners will be notified of the results after the regular meeting.

How to create a petition

  1. Please use A4 size paper vertically and write horizontally in Japanese.
  2. The required items to be entered are the address (Chairman of Inagi City Council ○○○○), date of submission, subject, petitioner's address, name (signature or name and seal), telephone number, petition (petition) items, petition (petition) In the case of a reason or a petition, it is the signature or name and seal of the member who introduced the member.
  3. If you do not sign your name, you will need to affix your seal.
  4. The text should be concise and easy to understand, and be sure to include a schematic diagram for anything related to location.
  5. If two or more people are submitting, please choose one representative. If you are not the representative, please fill in the required information on the signature list and attach it to the petition. When creating a signature list, please check the "Notes on submitting a signature list" below.
  6. If your request covers multiple areas, please submit each petition as a separate petition.

Regarding submission of petition (petition)

  1. We accept at city hall the fourth floor assembly secretariat.
  2. In principle, items received by 5:00 p.m. eight days before the first day of each regular meeting (or the day before if that day falls on a Saturday, Sunday, or holiday) will be subject to deliberation at that regular meeting.
  3. 2. Anything received after 5:00 p.m., four days before the last day of the regular meeting, will be referred to the competent committee on the last day, and will be considered as an ongoing investigation during the closing of the regular meeting. Items will be considered at the next regular meeting.

Flow after submission

  1. We will discuss whether or not to discuss in the Assembly Steering Committee, which committee to discuss. (Those submitted by mail will only be distributed, and there will be no notice to that effect. In addition, if the same type of content has been deliberated within one year, if it has the same purpose as the bill, or if it is a petition, it will have the same purpose as the petition. Items marked with are only distributed.)
  2. The committee to which deliberation is entrusted will deliberate and vote, and the conclusion of the committee will be reported to the plenary session.
  3. At the plenary session, all the members vote and make a conclusion as a parliament.
  4. If necessary, we will send the results to the mayor and show the will of the assembly.
  5. Submitters of petitions (petitions) that have been deliberated will be notified of the results of the deliberations.

 (Note) Petitions are always deliberated, but petitions may not be deliberated.

remarks

Adoption: Refers to the parliamentary decision to approve a petition. Usually, this decision is made when we judge that the requested request is reasonable and has a strong possibility of being realized (some kind of measure should be taken).
 
Partial adoption: The result of the deliberation of the petition (petition) is either adoption or rejection, but if there are parts of the petition (petition) that can be agreed upon, such as the first part or the second part of the document. , to specify and adopt that part.
 
Adoption of purpose: Even if the content requested in the petition (petition) is good in spirit or purpose, if the timing, location, structure, amount, etc. are difficult to meet the wishes, it is called "adoption of purpose" and the intention of the assembly is passed to the executive body. I will tell you.
 

Rejection: This is a decision made when it is determined that the request made in the petition is not valid or has little feasibility.
 
Distribution only: Petitions will always be considered, but the handling of the petition will be determined through discussion at the Parliamentary Steering Committee. For petitions sent by mail or incidents between foreign countries, we will only distribute copies of the original petitions to all members of the Diet.
 

【Note】
Please note that the committee's jurisdictional administrative investigation matters are investigated and researched by the committee over a two-year or one-year period before reaching a conclusion, and we may not be able to handle petitions or petitions with the same content.
 
As a general rule, petitions that have already been reviewed within one year will only be distributed.
