3. Notification of district plans

Acts that require notification

action example
(1) Changes in land parcel characteristics
  • Change of area
  • cutting, embankment
  • Acts of converting land other than residential land, such as farmland, into residential land, etc.

(2) Construction of buildings and structures

  • New construction, extension, renovation, and relocation of buildings (including garages, storerooms, etc.)
  • Construction and renovation of structures (advertisement towers, independent signboards, gates, fences, walls, etc.), etc.
(3) Change of use of buildings, etc.
  • Changing the use of a building, such as turning a single-family home into a store, etc.

(4) Form or color of buildings, etc.
Other design changes

  • Repainting the exterior walls and roof of a building (change of color)
  • Changes to outdoor advertising materials, etc.
(5) Felling of trees and bamboo
  • Felling trees in areas where "items concerning the conservation of existing woodlands, grasslands, etc. necessary to ensure a good living environment" have been established

Note: Even if a building permit application is not required for repainting exterior walls (including repainting to the same color) or installing or changing outdoor advertising, a district plan notification is required.

Notification period

Please submit the notification at least 30 days before the start of construction and before applying for building certification . (Article 58-2 of the City Planning Act)
Note: If your project falls under the Inagi City Housing Land Development Guidance Guidelines, please submit the notification after the project is approved.

Documents required for notification

◆ Complete set of district plan notification documents ( Number of copies to be submitted: 2 copies (1 original and 1 copy))
- Notification of acts within the district planning area - Power of attorney (not required if the building owner himself/herself submits the notification)
・Consent form ・Copies of pages 1 to 6 of the building confirmation application (building) ・Documents (of the drawings to be attached to the building confirmation application, guide map, layout plan (1/100 or more), land area map, building area calculation map,
Please attach floor plans (1/50 or more), elevations (1/50 or more), cross-sections, and greening plans (if there are restrictions on greening rates) for each floor .

Note: Books larger than A3 size should be submitted in a Z-fold (one sleeve fold).

[If you are located within a land readjustment project area (under construction), the following documents are also required. ]
<In case of union enforcement>
・Copy of the association's written opinion (paragraph 2) or permit (paragraph 1) under Article 76 of the Land Readjustment Act ・Copy of temporary replacement land certificate or reservation land certificate, or both (including drawings)
<In case of city enforcement>
・Certificate of temporary replacement land (notification of designation of temporary replacement land) or reservation land certificate, or a copy of both (including drawings)
Note: If the address on the above document is different from the registered name, a copy of the proof document related to the change of right holder (sales contract, etc.)

Matters to be filled out in books

・Please enter the setback distance of walls, etc. (effective dimensions/shortest distance from boundary line) from each boundary line. [Layout diagram]
・If you are going to install a fence or a fence on the road surface, please describe the structure in detail. [Layout diagram]
・Please enter the roof slope (only if there are restrictions) 【Elevation】
・Please enter the Munsell value of the color of the exterior wall and roof. [Elevation]
・Please enter your greening plan and greening area (only if there are restrictions) [Layout diagram, greening diagram, etc.]
- If there is a planned district boundary within the site, please draw the boundary line on the layout plan etc. and enter the area of ​​each site.

Administrative processing period for notification form

If there are no defects in the submitted documents, it will take about 2 weeks from the date of receipt .
・We will issue a notification of compliance and return a copy of the district planning notification form.

Submission of notification of commencement

・Please submit the notification after the district plan compliance notice is issued and before construction begins . (1 original copy, available by mail)
・The name of the “notifier” should be the same as the person submitting the district plan.
