Inagi City established the ``Concept and Calculation Standards for Usage Fees'' in 1997 and the ``Concept and Calculation Standards for Fees'' in 1999, and has calculated usage fees and fees based on these standards. With the introduction of a new public accounting system based on double-entry bookkeeping and accrual accounting from FY2011, and the transition to a new public accounting system based on the Ministry of Internal Affairs and Communications' "uniform standards" from FY2017, depreciation has occurred. It is now possible to grasp the full cost of managing and operating facilities and businesses, including depreciation costs, etc., making it possible to calculate costs more accurately than ever before.
Based on the above, in order to achieve "sustainable administrative management" and "appropriate user burdens," we have developed a new system that incorporates the perspective of the new public accounting system, which utilizes full cost information including depreciation costs. We have decided to establish standards for calculating fees and commissions, and have solicited your opinions as follows.
