The "Act on Promotion of Elimination of Buraku Discrimination" was promulgated and enforced on December 16, 2016.
This law states, ``Based on the fact that Buraku discrimination still exists today and that the situation regarding Buraku discrimination is changing with the advancement of information technology, Japan is committed to guaranteeing the enjoyment of fundamental human rights to all citizens. It is an important issue to eliminate Buraku discrimination in accordance with the principles of the Constitution and with the recognition that it is unacceptable." The law clarifies the responsibilities of the Buraku community, and stipulates specific measures such as enhancing the consultation system, educating and raising awareness, and investigating the actual situation of Buraku discrimination.
The main contents are as follows.
Measures to eliminate Buraku discrimination are based on the idea that all citizens should be respected as irreplaceable individuals who equally enjoy fundamental human rights, and will aim to increase each citizen's understanding of the need to eliminate Buraku discrimination. This must be done with the aim of realizing a society free of Buraku discrimination by striving to deepen this understanding.
(1) In accordance with the basic principles, the national government has the responsibility to take measures to eliminate Buraku discrimination, and to provide information, guidance, and advice necessary for promoting the measures taken by local governments to eliminate Buraku discrimination. have
(2) In accordance with the basic principles, local governments shall work together with the national government and other local governments to eliminate Buraku discrimination, taking into account the appropriate division of roles with the national government and responding to the actual circumstances of the region. The government shall endeavor to take measures to ensure that such measures are taken.
