Regarding demolition and repair work of buildings, etc.

From October 2020, qualifications will be required for preliminary asbestos inspections during building demolition and renovation work.

Starting from construction work that begins on October 1, 2020, a preliminary asbestos survey by a qualified person will be required when performing work such as demolition of a building. In addition to demolition work, this includes renovation work such as redecorating and repairing buildings, and work such as installing, removing, and repairing building equipment.

Persons who can conduct preliminary investigation (required qualifications)

1. Those who have completed the asbestos-containing building material surveyor course

  • Specified building asbestos-containing building materials inspector
  • General building asbestos-containing building materials inspector
  • Asbestos-containing building material inspector for single-family houses (for single-family houses and apartment complexes, limited to the inside of the unit)

2. Persons who were registered with the Japan Asbestos Investigation and Diagnosis Association before September 30, 2020 and continue to be registered at the time of preliminary investigation.

How to qualify

In order to obtain the qualifications necessary for a preliminary investigation, it is necessary to take and complete the "Asbestos-Containing Building Materials Surveyor Training Course" conducted by a registered training organization. Please check the Ministry of Health, Labor and Welfare's website for registered training institutions that hold courses. From April 2020, preliminary asbestos survey results reporting will be required.

From an environmental perspective, contractors who carry out demolition and renovation work on buildings, etc. are required to conduct preliminary surveys to determine whether construction materials containing asbestos are present in the construction work and report the results to prefectures, etc., based on the Air Pollution Control Act. It is mandatory.
Regarding health, it is also necessary to report to the Labor Standards Inspection Office based on the Asbestos Hazard Prevention Regulations.
Reports of preliminary survey results are registered with gBizID, an electronic system under the jurisdiction of the Ministry of the Environment and the Ministry of Health, Labor and Welfare.It will open in a new window. This can be done online 24 hours a day from your computer, tablet, or smartphone, and you can report to both the prefecture and the Labor Standards Inspection Office in one operation, so please take advantage of it.

Preliminary survey results to be reported

Pre-asbestos survey results are subject to reporting for construction that falls under any of the following (starting on or after April 1, 2020), including renovation and demolition work of private homes.

Construction to be reported

  • Construction work that involves demolition of a building, where the total floor area covered by the work is 80 square meters or more
  • Construction work that involves remodeling or repairing a building, where the total contract price for the work is 1 million yen or more
  • Construction work that involves dismantling, remodeling, or repairing structures (Ministry of the Environment Notification No. 77, October 7, 2020), where the total contract fee for the work is 1 million yen or more. what is

    
Note: Even for construction other than the above, when demolishing or renovating a building, etc., it is necessary to conduct a preliminary survey and preserve the survey results.

How to Report

Obtain a login account

Registration with "gBizID" is required to use the electronic system.

Notification (Air Pollution Control Act/Environmental Security Ordinance)

When carrying out work to demolish, remodel, or repair buildings where spraying materials or insulation materials containing asbestos are used, a " Specified Dust Emission Work Implementation Notification Form " must be submitted based on the Air Pollution Control Act. is required.
In addition, if any of the following scale requirements apply, you will also need to submit a " Notification of Asbestos Dispersion Prevention Plan, etc. " based on the Environmental Preservation Ordinance.

  1. The area of ​​asbestos-containing spray material used is 15 square meters or more
  2. The total area of ​​the building (in the case of structures other than buildings, the built area) is 500 square meters or more

The deadline for notification is 14 days before work begins.

Inagi City Guidance Guidelines for Asbestos Dispersion Prevention

In order to ensure the health and safety of its citizens, the city has established guidelines for preventing the dispersion of asbestos in Inagi City during demolition and other construction work on buildings and other structures that use sprayed asbestos or asbestos-containing molded panels, etc.
As a result, in addition to regulations and notifications under the Air Pollution Control Act, the Ordinance to Ensure the Health and Safety of Tokyo Residents, and the Asbestos Harm Prevention Regulations, it will be necessary to inform nearby residents and notify the city.
When carrying out demolition or other work on a building or structure that contains asbestos, please read the guidelines carefully and, if necessary, inform neighboring residents and notify the city.
