The Public Expansion Law is a method to make it easier for local governments to acquire the land they need for public purposes.
Due to a partial revision of the Public Land Expansion Act, if an application for the purchase of productive green space is submitted after September 19, 2024, the following procedures will apply.
If, after submitting an application to purchase productive green space, you receive a notice that the productive green space will not be purchased, you will not be required to file a notification under the Public Expansion Act for one year from the day following the day of the notice.
In addition, even after the partial revision of the Public Expansion Act, applications can be submitted at any time after submitting an application for the purchase of productive green space.

From August 2006, notifications are no longer required for those located within urbanization control areas that are not located within urban planning facilities.
If you wish to submit a notification, please submit a "Land Paid Transfer Notification Form".

If you wish to make an offer, please submit the "Land Purchase Request Form".
- There is a transfer restriction period within three weeks of submitting the notification/application until the city notifies you that it will not purchase the property.
-If, after submitting the notification/application, the city notifies you that it wishes to purchase the property, there will be a further three-week restriction on the transfer from the date of notification.
- In unavoidable cases, it is possible to enter into a transfer contract with a suspensive condition stating that "if the purchase negotiations fail, the paid transfer will become effective."
However, a transfer contract that includes a termination condition stating that "if the purchase negotiations are concluded, the paid transfer will be invalid" is invalid.
-If the area of the land is 200 square meters or more and a small part of the land is covered by a city planning road or similar, notification is required.
・No notification is required for land transactions within the land readjustment project area currently underway (because public land is created through land reduction or land exchange).
- In productive green space areas, land that has been approved under Article 3, Paragraph 1 of the Agricultural Land Act does not require notification.
Please submit the following documents, both original and duplicate , to the Town Development Planning Division (City Hall 3rd floor). The person in charge may not be available, so please contact us before coming.
(1) Notification (application) form (2) Location map (map approximately 1/25,000 scale)
(3) Surrounding situation map (residential areas, etc., map at a scale of approximately 1/2,000)
(4) The format of the official power of attorney is optional.
From January 1, 2021, it is no longer necessary to stamp notification forms, application forms, and power of attorney documents under the Public Expansion Act.
