A regional revitalization plan is a plan prepared based on the Regional Revitalization Act in order to comprehensively and effectively promote the revitalization of the regional economy, the creation of employment opportunities in the region, and the revitalization of other regional vitality.
The Regional Revitalization Act stipulates support for local governments' independent and self-reliant efforts to revitalize local communities through the certification of regional revitalization plans prepared by local governments and support measures based on the certified plans. Once a local government has its regional revitalization plan certified by the Prime Minister, it can utilize financial, monetary and other support measures to implement the projects outlined in the regional revitalization plan.
Regional revitalization is being promoted by two laws working together: the Act on Overcoming Population Decline and Vitalizing Local Economy, which sets out the overall direction for regional revitalization, and the Act on Regional Revitalization, which provides specific support measures for achieving regional revitalization in individual regions.
If a local revitalization plan is created that includes projects outlined in the "Town, People, and Jobs Vitalization Comprehensive Strategy" formulated based on the "Town, People, and Jobs Vitalization Act" and is approved by the Prime Minister, the plan will be eligible to receive Regional Revitalization Promotion Grants (Town, People, and Jobs Vitalization Grants) within the budget for the project and to utilize the corporate version of the hometown tax donation system.
