Revision of laws and ordinances on carbon dioxide fire extinguishing equipment

From December 2020 to April 2021, accidents occurred one after another with carbon dioxide fire extinguishing equipment, so the law was revised to prevent recurrence of accidents.
Due to the revision of the law, it is necessary for everyone involved in the building to implement items 1 to 4 below.

1 Installation of shut-off valves [Regarding Article 19, Paragraph 5, Item 19, A (C) of the Ordinance for Enforcement of the Fire Service Act] Note: Until March 31, 2024

In order to ensure safety when carrying out construction and maintenance in places with carbon dioxide fire extinguishing equipment, it is necessary to install shut-off valves that close the pipes so that carbon dioxide is not released if they are not installed.
Note: In Inagi City jurisdiction, shut-off valves are installed in all objects where carbon dioxide fire extinguishing equipment is installed.

2 Installation of new signs [related to Fire Service Law Enforcement Regulations Article 19, Paragraph 5, No. 19, (ho)] Note: Until March 31, 2023

 Signs that call attention to the dangers of carbon dioxide must be installed in conspicuous places such as entrances and exits of the following places.

  1. Locations with containers for storing carbon dioxide (fire cylinder storage)
  2. Locations where carbon dioxide is released (hereinafter referred to as "protected compartments")

3 Items that must be maintained and managed by those involved in the building have been added [related to Article 19-2 of the Fire Service Act Enforcement Regulations] Note: Until March 31, 2023

  1. When a person enters the protected compartment, the shut-off valve must be closed .
  2. Keep shut-off valves open when no one is in the protected area.
  3. For objects that start automatically, if a person enters the protected area, set the automatic manual switching device to the manual state .
  4. Keep protected area clear of personnel if extinguishing agent is released.
  5. Near the control panel of the carbon dioxide fire extinguishing equipment, documents that define the specific contents and procedures of measures to be taken during construction and inspection (equipment configuration diagram, system diagram, protective compartment and plan view of the place where the storage container is stored, flow chart for automatic/manual switching work) .

4 Implementation of inspections by firefighting equipment engineers, etc.

Regarding carbon dioxide fire extinguishing equipment (limited to the whole area discharge method), regardless of the total area of the building, inspection must be performed by a firefighting equipment engineer or a person qualified to inspect firefighting equipment.
