What is a long-term comprehensive plan?
A long-term comprehensive plan is a framework for the future city, future population, future railways, roads, greenery, streams (irrigation channels), etc., and for each field such as administration, welfare, education, urban development, environment, and industry. It is a long-term plan that sets goals such as what to do and what will happen, and how to achieve them.
