What is a long-term comprehensive plan?
A long-term comprehensive plan is a plan that covers the future appearance of the town, future population, future railways, roads, framework such as greenery and streams (irrigation canals), and each field such as administration, welfare, education, urban development, environment, industry, etc. It is a long-term plan that sets goals such as what to do and how to become, and how to achieve them.
