About system outline of free early childhood education, childcare

Free preschool education and childcare

Free early childhood education and childcare began in October 2019.

The following details include who is eligible for each facility, the details of the free service, and the procedures. Please see this page for information on free childcare fees for the second child from 0 years old to 2 years old attending a licensed nursery school.

1 Those who use licensed nursery schools and certified kindergartens (nursery school functional part)

Target audience 

  1. Children from 3-year-old class to 5-year-old class
  2. Children from 0-year-old class to 2-year-old class from households exempt from municipal resident tax (from April to August, households exempt from tax from the previous year)

Note: In the case of 0- to 2-year-old classes for households exempt from municipal inhabitant tax, users of community-based childcare services (home-based childcare services, etc.) are also eligible.

Contents of free

The childcare fee set by the city will be 0 yen.
However, the cost of school lunch materials for children aged 3 and above is not eligible for free tuition and must be paid directly to the facility.
Parents will be responsible for event expenses.

No procedure is required.

2 Those using certified kindergartens (kindergarten function part)/new system kindergartens

In the city, these include Kodomo no Mori Certified Kindergarten, Southern Hills Kindergarten, and Aoba Kindergarten.

Target audience 

Note for children from the 3-year-old class to the 5-year-old class: The 3-year-old class is one class below the younger class, and is free of charge from the month following their 3rd birthday.

Contents of free

The childcare fee set by the city will be 0 yen.
Parents will be responsible for specific costs, school lunch material costs, transportation costs to and from kindergarten, event costs, etc.

procedure

No formalities are required.
In addition, those who use day care will be able to receive benefits for the usage fees of day care if they receive Certification No. 2 or 3 of Facility Usage Benefit Certification for Childcare. For more information, please see "4. Persons using daycare services at kindergartens/certified child care facilities" below.

Other subsidies

There is a subsidy to reduce the burden on parents of private kindergartens.

3 Those using kindergartens that have not transitioned to the new system (current system kindergartens)

In the city, these include Komakusa Kindergarten, Komazawa Kindergarten, Hanabusa Kindergarten, Hirao Wakaba Kindergarten, and Rika Kindergarten.

Target audience

Note for children from the 3-year-old class to the 5-year-old class: The 3-year-old class is one class below the younger class, and admission is free from the day before the child's 3rd birthday.

Contents of free

A maximum of 25,700 yen per month will be paid as a benefit for the use of facilities for raising children, covering childcare fees and admission fees.
However, the cost of school lunch materials, transportation to and from kindergarten, event expenses, etc. must be borne by parents.

Payment method

Payment will be made in one of the following ways: As a general rule, facilities in the city accept the payment by proxy. If you are outside the city, it will vary depending on the facility, so please ask the facility which method to use.

  • Proxy receipt method: The facility will charge you the amount after deducting the amount of facility use benefits for childcare from the usage fee, so please pay to the facility. The city will pay benefits for the use of facilities for raising children.
  • Reimbursement method: Once parents have paid the full amount of the usage fee to the facility, please submit the invoice to the city by attaching the receipt issued by the facility and the specified child/childcare support provision certificate. The amount will be transferred to your designated account.

procedure

  1. Application procedure: Please submit the application form (No. 1) for certification of facility use benefits for child-rearing through the kindergarten before you start using the facilities (the day before you wish to start receiving benefits). Application forms can be obtained from the page related to free kindergarten or early childhood education/childcare (related to benefits for use of facilities, etc. for raising children) . Please note that you will not be able to receive benefits for the amount used before the application reception date. In addition, if you are using child care and are applying for Facility Usage Benefit Certification Application No. 2 or No. 3 for raising children, you do not need to apply for No. 1 here.
  2. Claim procedure: If you use a facility that accepts payment by proxy (as a general rule, facilities in the city accept and pay by proxy), you do not need to go through the claim procedure. If you wish to use a facility that uses a reimbursement method, you will need to complete a claim procedure with the city after paying the facility. Please see "7. How to claim in the case of redemption payment method" below. )

4 Those who use childcare services at kindergartens and certified childcare facilities

Target audience

  1. Children from the 3-year-old class to the 5-year-old class who have been certified as needing childcare (certification of childcare benefits for use of facilities, etc. (No. 2))
  2. Children from households exempt from municipal inhabitant tax in the 3-year-old class who have been certified as needing childcare (certification of benefits for use of facilities for child-rearing (No. 3)) (from April to August, households exempt from tax in the previous year)

Note: For the requirements for certification of the need for childcare and the required documents, please check the back of the Application Form for Certification of Benefits for Use of Facilities for Childcare (No. 2 and 3).

Contents of free

In addition to free childcare (up to 25,700 yen per month for kindergartens under the current system, free for kindergartens under the new system such as certified kindergartens), we will pay up to 450 yen per day for childcare. The monthly upper limit is 11,300 yen for person 1 and 16,300 yen for person 2.
However, snack and meal expenses are not covered.

Payment method

Payment will be made in one of the following ways: As a general rule, facilities in the city accept the payment by proxy. If you are outside the city, it will vary depending on the facility, so please ask the facility which method to use.

  • Proxy payment method: The facility will charge you the amount after deducting the amount of facility use benefits for childcare from the usage fee, so please pay to the facility. The city will pay benefits for the use of facilities for raising children.
  • Reimbursement method: Once you have paid the full amount of the usage fee to the facility, please attach the receipt issued by the facility and the specified child/childcare support provision certificate and submit the city bill. The amount will be transferred to your designated account.

Please obtain the application form from the page related to free kindergarten or early childhood education/childcare (related to benefits for use of facilities, etc. for raising children) . Please note that you will not be able to receive benefits for the amount used before the application reception date.
  2. Claim procedure: If you use a facility that accepts payments by proxy (in principle, facilities in the city accept by proxy), you do not need to go through the claim procedure after using the facility. If you wish to use a facility that requires reimbursement, you will need to file a claim with the city after paying the facility. (Please see "How to request for reimbursement method" below.)

5 Those using company-led childcare services

Target audience

  1. Children from 3-year-old class to 5-year-old class who have been certified as needing childcare (certification of education/childcare benefits for children)
  2. Children from 0-year-old class to 2-year-old class from households exempt from municipal resident tax (from April to August, households exempt from tax from the previous year)

Contents of free

The standard usage fee stipulated by the country will be reduced.

Employee quota users do not need to complete any procedures.
Regional quota users must be certified as requiring childcare (Children's Education and Childcare Benefits Certification No. 2 and No. 3) before they can begin using the facility. Other subsidies

6 Those who use unlicensed childcare facilities (certified daycare centers, etc.), temporary childcare services, sick child care services, and family support center services.

Target audience

Other subsidies for certified nursery school users

For users of Tokyo certified nursery schools, there is a subsidy for unlicensed childcare business users.

7 Regarding billing method in case of redemption payment method

When requesting reimbursement for child-rearing facility use benefits, please submit the following documents to the city.

Documents to be submitted

  1. Facility usage fee invoice (Inagi City style)
  2. Receipt (issued by facility)
  3. Specific child/childcare support provision certificate (issued by the facility) (Not required for Family Support Center projects)
  4. Activity report (only for Family Support Center projects)

Submission Deadline

Billing amounts up to the following due dates will be transferred around the end of the following month.
1st period: July 15th, 2nd period: October 15th, 3rd period: January 15th, 4th period: April 15th Note: If the deadline falls on a day when City Hall is closed, it will be the next day the city hall is open.
Note: It is also possible to request the entire year at once.
Note: After requesting facility usage fees, we will not send payment amount determination notices, etc. Please check the amount paid by filling out your bankbook, etc.
