Citizen mutual support network for people who require assistance in evacuation

The city is creating a mutual support network of citizens to keep track of the situation of people who need assistance with evacuation, to quickly confirm their safety in the event of a disaster, and to connect them to rapid initial support activities.
The role of municipalities in dealing with people who require assistance in evacuation is to identify those who need assistance and actively support life in evacuation in the event of a disaster, such as formulating an overall support plan and individual evacuation plans for those who need assistance. However, since there is a limit to the extent to which such support can be provided by public assistance from municipalities alone, it is necessary to make efforts to educate residents so that they have a self-help mindset to protect themselves, and to cooperate and collaborate with residents and related organizations on a daily basis to build relationships of mutual assistance.
On September 1, 2003, Inagi City established the "Inagi City Citizen Mutual Support Network Project for People Requiring Assistance with Evacuation (formerly known as People Requiring Assistance in the Event of a Disaster) Implementation Guidelines," and is implementing the project by creating a register of people who require assistance with evacuation through a hand-raising system.

Who requires assistance in evacuation?

Among the elderly, people with disabilities, and other people who require special consideration living in the city, those who have difficulty evacuating on their own in the event of a disaster or the risk of a disaster occurring (persons requiring special consideration). In order to ensure a smooth and prompt evacuation, those who require special support are designated as those who require assistance in evacuation activities.

Persons who require support for evacuation are those who fall within the following range.
(1) Those who are 75 years old or older and live alone or who belong to a household consisting only of elderly people (2) Those who fall under any of the following a. Those who have been issued with a physical disability certificate and whose level of disability is 1. Those who fall under Grade 2 or Grade 2 A. Those who receive a love notebook and have a degree of disability of 1st, 2nd, or 3rd degree C. Those who have received a mental disability health and welfare notebook and have a degree of disability (3) Those who live alone and fall under Level 1 or 2 (3) Those who have been certified as requiring nursing care from 3 to 5 according to the Nursing Care Insurance Act (4) In addition to the above, in the event of a disaster People who need support (those who wish to register themselves on the list, such as elderly people and people with disabilities who are worried about evacuating on their own)

Regarding registration as a “person requiring evacuation support”

The network provides evacuation support for people who have difficulty evacuating on their own in the event of a disaster or the risk of a disaster occurring, and who require special support to ensure smooth and prompt evacuation. We are registering people who are in the range of people who require support for evacuation actions as listed above. For registration, please use the "Registration Card for Persons Requiring Support in Evacuation Actions".
Please fill out the form and apply to the Welfare Department, Lifestyle Welfare Division (2nd floor of City Hall).

Please note that at the time of registration, we obtain consent from the person in need of evacuation support, their family, etc. to provide this personal information to related support organizations.
We convert this personal information into data and create a registration card for people who require support during evacuation based on map information around their homes, etc., which is then given to the registrant.
Additionally, in addition to the registration cards for persons requiring evacuation support that are distributed to registrants, we have created and distributed to related support organizations a list of names and a map of persons requiring evacuation support for each area.
However, based on the Disaster Countermeasures Basic Act, etc., in cases where a disaster has occurred or is likely to occur, and it is deemed particularly necessary to protect the lives or bodies of those who require support during evacuation, personal information may be disclosed. Information on persons in need of support for evacuation actions (register information) who have not consented to such provision may be provided to related support organizations to the extent necessary for implementing evacuation support, etc.

What are related support organizations?

This is an organization that keeps a list of people who need support during evacuation (people who need support during disasters), and helps us understand the situation on a daily basis and provide support when disasters occur. (The conventional list of people who require assistance during a disaster is considered a registration list of people who require assistance during evacuation.)
We will explain the provision of the list in advance and ask you to keep the list after understanding the contents. At the time of delivery, we ask you to provide a pledge regarding the protection of personal information and to notify us of the storage location.
