From April 1, 2013, "the main office will be in Inagi City" due to the revision of the Social Welfare Law by the "Law Concerning the Development of Related Laws to Promote Reforms to Enhance Local Autonomy and Independence". The competent authority of social welfare corporations whose activities are within Inagi City has been changed from the Governor of Tokyo to the Mayor of Inagi City.
Along with this, Inagi City will perform clerical work such as the establishment and approval of changes to the articles of incorporation, as well as guidance and audits, for social welfare corporations under the jurisdiction of the Mayor of Inagi City.

About guidance inspection of social welfare corporation

Based on Article 56 of the Social Welfare Act and related laws and regulations, notices, etc., the Mayor of Inagi City regularly conducts guidance audits (on-site inspections) regarding the management and accounting status of social welfare corporations under the jurisdiction of the city. .
The on-site inspection will be carried out according to the attached "Social Welfare Corporation Guidance and Audit Implementation Guidelines" of the "Establishment of the Guidance and Audit Implementation Guidelines for Social Welfare Corporations" (Notice of the Director General on April 27, 2017), and the laws and regulations and notifications of the audit items. The grounds for the above, items to be checked when judging legality, points of focus and indication standards for checking are based on the separate "Guidance and Audit Guidelines" of the same notice.

Articles of Incorporation Change Approval Application Form

When a social welfare corporation seeks approval to change the articles of incorporation, it submits an application for approval of changes to the articles of association and the necessary attached documents to the competent authority (Mayor of Inagi City).
Inagi City examines the contents of the application and conducts necessary investigations, and approves the amendment to the articles of incorporation.
Please note that amendments to the Articles of Incorporation will not take effect unless approved by the competent authority.
In addition, if the amendment to the Articles of Incorporation is an amendment to the registered matters of a social welfare corporation, the amendment must be registered at the registry office promptly after approval.

Notice of change of articles of incorporation

In order to simplify and expedite administrative procedures for changes to the articles of incorporation of social welfare corporations, it is sufficient to submit a notification to the competent authority (Mayor of Inagi City) if any of the following notification items for changes to the articles of incorporation apply. increase.
In addition, if you want to change the matters that require a notification of amendment of the articles of incorporation and the matters that require an application for approval of amendment of the articles of incorporation at the same time, you can submit one application for approval of amendment of the articles of incorporation including the notified matters.

When a social welfare corporation disposes of endowment property, it must submit an endowment disposal approval application form and necessary attached documents to the competent authority (Mayor Inagi City) in advance and receive approval. Inagi City examines and investigates the contents of the application and approves the disposal of the endowment.
The endowment cannot be disposed of before obtaining the approval of the competent authority.
Since the endowment is a matter registered in the articles of incorporation, when the endowment is disposed of, the articles of incorporation will be changed. Therefore, after receiving the approval of the mayor of Inagi City and disposing of the relevant property, it is necessary to promptly carry out procedures to change the articles of incorporation.
