About the start of the "Heat Stroke Alert" for fiscal year 2024

The Ministry of the Environment and the Japan Meteorological Agency have begun implementing the " Heatstroke Warning Alert " for fiscal year 2024 from Wednesday, April 24, 2023.

background purpose

In recent years, the number of people requiring emergency transport and the number of deaths due to heatstroke have remained at high levels, so the Ministry of the Environment and the Japan Meteorological Agency have been implementing a "Heatstroke Warning Alert" nationwide since fiscal year 2021.
The "Heatstroke Warning Alert" is information intended to raise awareness of the heat when a hot environment with an extremely high risk of heatstroke is predicted based on the heat index (WBGT), and to effectively encourage the public to take preventive action against heatstroke.
The system will continue to be implemented nationwide in fiscal year 2024.
In addition, starting from fiscal year 2024, a "special heatstroke alert" will be issued when temperatures become particularly high and there is a risk of serious health damage due to heatstroke.
Note: The heat index (WBGT) is an index that indicates the risk of heatstroke, taking into account temperature, humidity, radiant heat (sunlight, etc.), wind, etc.

Publication criteria

Heatstroke warning alert: Issued when the daily maximum heat index is predicted to be 33 or higher at any of the heat index (WBGT) calculation points within the target area.Heatstroke special warning alert: Issued when the daily maximum heat index for the following day is predicted to be 35 or higher at all heat index (WBGT) information providing points within each prefecture.

Announcement timing

Heatstroke warning alert: Issued at 5pm the previous day and 5am the day of the event based on the latest forecast values. Heatstroke special warning alert: Issued at 2pm the previous day.

Heat stroke prevention behavior at the time of presentation

Example of preventive action

  • Avoid unnecessary and non-urgent outings, use air conditioners, etc. day and night
  • Talk to people around you who are at high risk of heat stroke (elderly people, children, etc.)
  • Check your body heat index (WBGT) and use it as a guideline for your actions
  • As a general rule, exercise indoors and outdoors without air conditioners should be canceled or postponed.
  • Practice heat stroke prevention more than usual, such as frequently rehydrating before you get thirsty
