Can non-staff members use the cafeteria at City Hall?

The cafeteria in the basement of the city hall main building can be used by non-staff members as well.
Business hours are from 11:00 am to 6:00 pm.
In addition, the business hours of the shop in the basement will be from 9:00 am to 6:00 pm.
