Those who fall under Table 1, such as those with physical disabilities, can vote at home, etc. by mail (postal mail or letter delivery). Furthermore, those who fall under Table 2 can have a proxy who they have notified in advance fill out their ballot.
Note: In order to use the postal voting system, you must apply for a "Postal Voting Certificate."

Please submit the following documents to the Election Commission:
In addition, those who wish to use the proxy entry system should submit the above documents along with a physical disability certificate or war injury/sickness certificate that confirms that they meet the requirements in Table 2. Please notify us that you are eligible to apply for the system, and notify us of the person who will be acting as your proxy.

Before the public announcement date of the election, we will send a "request for ballot paper, etc." to those who have a mail-in voting certificate.
Note: If you do not receive your ballot request form, please contact us using the contact information below.
Please fill out the "Ballot Request Form" and attach the "Postal Voting Certificate" to request your ballot at least four days before the election .
Once we receive your request and compare it with the electoral roll, we will send you a set of ballot papers.
Fill out the ballot by yourself at home (if you have registered to use the proxy registration system, the person who registered the registration by proxy), insert the completed ballot into the absentee ballot envelope, and vote by the day of the election. Please return it by post (mail or correspondence) so that it reaches the management committee .
Note: You cannot bring it in person, whether you are the person in question or a representative. Please be sure to return it by post (mail or correspondence).
Voted ballots in absentee ballot envelopes received by the Elections Commission will be sent to the designated polling place in the city by the end of voting on the day of the election.
