In order to improve English education at Inagi City elementary and junior high schools, we are considering expanding the placement of assistant language teachers (hereinafter referred to as "ALTs") at Inagi City elementary and junior high schools. In order to expand the placement of ALTs, we plan to directly appoint foreign nationals who are invited based on educational exchange agreements with foreign municipalities that are subject to general grant tax measures. Therefore, we will entrust a business operator with the outsourcing of educational exchange support services (services for selecting candidate locations for educational exchange agreements, negotiating and carrying out procedures) and ALT placement cooperation services (support for ALT recruitment, support for training and life, and coordination services for cooperation with city officials and teachers). In addition, in order to ensure opportunities to speak in English tailored to each student, we will entrust a business operator with the implementation of online English conversation for junior high school students.
In order to realize these projects, we will invite proposals through an open invitation system with the aim of selecting the best businesses.
Please refer to the " Public Proposal Implementation Guidelines for the Project to Improve English Education in Inagi City Elementary and Junior High Schools " posted below.
The Inagi City Board of Education will establish an Evaluation Committee for the Project to Enhance English Education in Inagi City Elementary and Junior High Schools to review the applications submitted by businesses and conduct presentations and Q&A sessions to comprehensively evaluate the proposals' planning, business execution ability, economic viability, price, etc., and select the appropriate business.
After selecting the preferred negotiating party, we will hold detailed discussions with the city and make arrangements to conclude a contract for the business outsourcing.
If negotiations at the time of contract conclusion fail, negotiations for the contract will be resumed in order from the business with the highest score.
However, if the budget for this project is not approved, the contract will not be concluded.
