Regarding the Reiwa 6 amendment to the Child Allowance Law

The child allowance system will change from the December 2024 payment (October and November payments) (national system)

The Act to amend the Child and Childcare Support Act, etc. (Act No. 47 of 2024), which includes a fundamental expansion of child allowances based on the Children's Future Strategy (Cabinet decision of December 22, 2023), was promulgated on June 12, 2024.

Summary of the Reiwa 6 Law Amendments

The system will be revised in October 2024, and child allowances will be paid under the new system starting from the December payment.

  1. Elimination of income restrictions
  2. Expanding the scope of eligible children from junior high school students to high school students (at the end of the school year when they turn 18)
  3. Increase in the multiple child allowance for the third and subsequent children from 15,000 yen per month to 30,000 yen per month
  4. The third child count is expanded from high school students and younger to college students and younger (at the end of the school year when they turn 22).
  5. Changed the number of payments from three times a year to six times a year (December, February, April, June, August, October)

Note: If you are a civil servant, your place of employment will provide this benefit. Please contact your employer.

Those who need to apply

If you are not currently eligible for child allowance (all children are in high school or above, your income exceeds the upper limit, etc.), you will need to apply for it.
Those who need to apply will be sent application documents individually based on their resident registration.
Application documents will be sent out from mid-July to mid-September, so please be patient until your documents arrive.
Estimated arrival time of documents

If you have children of high school age or older who have moved their residence registration outside of the city, they may not receive the documents. If this applies to you, please be sure to contact us.

Those who do not need to apply

For those who are already eligible for child allowance, city hall will automatically calculate the increase and multiple child allowance based on resident registration, and will send a notification of the decision between mid-October and mid-November.
Please wait a while until you receive the decision notification.

Those who have been transferred

If a child of high school age or younger moves into the school, you will need to complete a procedure. Please be sure to stop by the Child Rearing Support Division. (You can also complete the procedure at a branch office.)
All those who have completed the moving-in procedure after June 2024 will receive a guide to the amendments to the Child Allowance Act at the Citizens Affairs Division (or at the branch office). Please check it out.

About the system before the law change

Until September 2024, payments will be made under the system in place before the legal revision.
Payment will be made in October (with some exceptions).

Application form

This document is for those who are caring for a child of high school age or older who has moved their residency outside the city .
The process for submission is as follows:

  1. Call City Hall
  2. Provide the applicant's name, date of birth, etc.
  3. Inform them that you are taking care of a child of high school age or older who has moved their residence registration outside the city.
  4. Download, fill out and submit the documents as instructed by the city hall.

This document is for those who have lost the documents you received .
The process for submission is as follows:

  1. Call City Hall
  2. Provide the applicant's name, date of birth, etc.
  3. Report that you have lost your documents
  4. Download, fill out and submit the documents as instructed by the city hall.
