No.53 Initial budget for FY2016

The initial budget for the new fiscal year was approved at the first regular meeting of the city council, so we would like to inform you of the outline.
The size of the general account budget for FY2016 is 34.7 billion yen, an increase of 1.016 billion yen, or 3.0%, from the previous year.
In this budget formulation, we will work on the administrative work of the Fourth Long-Term Comprehensive Plan while maintaining sound finances, promote the achievement of the goals set forth in Inagi City's comprehensive strategy for town, people, and job revitalization, and support the areas affected by the Great East Japan Earthquake. The basic idea was to continue promoting disaster prevention and mitigation within the city, securing new financial resources, and reducing costs through ingenuity.
In terms of revenue, city tax revenue increased by 2.5%, local allocation tax increased by 11.1%, and total general revenue grew steadily by 2.9%.
In terms of expenditures, welfare and education-related expenses were the main focus, with civil welfare expenses increasing by 5.4%, accounting for over 40% of the total, and education expenses increasing by 9.2%.
In this budget formulation, we placed particular emphasis on measures to build a comprehensive community care system, the development of educational facilities, and the construction of a fire department branch office as a disaster prevention base.
Regarding reconstruction support, this year we will continue dispatching staff to Soma City, Fukushima Prefecture, and volunteering in Rikuzentakata City, Iwate Prefecture.
Regarding child-rearing support, we have introduced an electronic version of the maternal and child handbook service, expanded the number of children accepted by licensed daycare centers and family welfare workers, expanded community activities at licensed daycare centers, and established an after-school children's class management committee. Masu.
Regarding support for the elderly, we will formulate the 7th stage long-term care insurance business plan, and provide subsidies for medical checkup fees and use of health promotion facilities for the elderly.
In order to promote tourism and create liveliness, the Inagi Transmission Base Pair Terrace was opened under the elevated Inagi Naganuma Station, and the management of the facility was entrusted to the Chamber of Commerce and Industry as the designated manager, and the management of the Inagi Nagamine Sports Plaza was entrusted to the Tokyo Verdy Group as the designated manager. We will carry out initiatives such as the development of Inagi Wi-Fi, and the enhancement of sister city and friendship city exchange projects with Ozora Town, Soma City, and Nozawa Onsen Village.
The main construction projects this year include construction of a new after-school club at the second elementary school, construction of a new fire department branch, large-scale renovation of the second elementary school building, direct water connection work for Nagamine Elementary School, Wakabadai Elementary School, and No. 6 Junior High School, and large-scale construction of the first junior high school building. These include renovation work, ceiling renovation work at the Fifth Junior High School, and large-scale renovation work for the Central Community Center Hall. The project listed here alone is a large-scale project worth approximately 2.48 billion yen.
The city's public facilities are being progressively renovated based on a long-term comprehensive plan. We apologize for any inconvenience this may cause regarding the timing of renovations, but we ask for your understanding as we will decide on priorities based on a comprehensive assessment of the year of construction, degree of deterioration, citizen requests, etc.
Regarding the i (Ai) Bus, we will continue to discuss it at the Regional Public Transportation Council and work toward the start of operation on the second revised route in April 2017.
