This is an awareness-raising video created by the Tokyo Metropolitan Police Department to encourage the use of bicycle helmets.
The film focuses on re-enacting the accident and interviews with the victim, who was hit by a car while riding his bicycle and suffered serious injuries requiring three months to heal. However, because he was wearing a helmet, the head injuries were only minor and he was able to return to society.
This is a message from the Metropolitan Police Department, hoping that the victims' feelings will reach everyone and that more people will wear helmets.
Approximately 60% of fatal accidents involving cyclists involve fatal head injuries.
Also, if you do not fasten the chin strap, the helmet will come off in the event of an accident, making it pointless.
Make sure your helmet is worn correctly and with the chin strap fastened.
With the enforcement of the revised Road Traffic Act, it has become a voluntary obligation for all cyclists to wear helmets.
Section 1 <br id="3"/>Bicycle riders must make an effort to wear a bicycle helmet.
Section 2 <br id="7"/>When a bicycle rider allows another person to ride the bicycle, the rider must make an effort to ensure that the other person wears a bicycle helmet.
Section 3 <br id="11"/>Any person responsible for the protection of a child or infant must make an effort to have the child or infant wear a bicycle helmet when riding a bicycle.
Parents and other guardians must provide guidance and advice to children under their care (meaning those under 18 years of age; the same applies in the following article) so that they can acquire the necessary skills and knowledge to ride bicycles safely and properly, and must endeavor to take necessary measures such as having such children use reflective materials and wear helmets when riding bicycles.
Relatives of elderly people (meaning people aged 65 or older; the same applies hereinafter in this paragraph) or people who live with elderly people must endeavor to advise the elderly people on the use of reflective materials, wearing of riding helmets, and other necessary matters so that they can ride bicycles safely and appropriately.
Bicycle users should endeavor to use reflective materials, riding helmets, and other equipment to prevent traffic accidents or reduce the damage caused by traffic accidents.
When riding a bicycle, use a helmet that has a safety mark such as the SG mark.
