Thanks to all of you, it is true that we have achieved certain results, but it seems that we have not yet reached the point where the state of emergency has been lifted.
The extension of this time has become a disappointment for the people who have worked hard and endured with the goal of May 6th.
I myself am one of them, but this decision is based on the latest analysis and recommendations announced by the government's expert panel on May 1st, and it is not something that can be predicted at the time it is announced. did.

Thorough measures to prevent the spread of viruses

During this period, the effective reproduction number fell nationwide from 2.0 on March 25 to 0.7 on April 10, and in Tokyo from 2.6 on March 14 to 0.5 on April 10.
If we evaluate only this number, we are not in the phase of the spread of infectious diseases, so I think that the state of emergency declaration can be lifted or partially lifted.
However, the average length of hospital stay for patients with infectious diseases is about 2 to 3 weeks, and even longer for severely ill patients.
The most important purpose of declaring a state of emergency is to prevent medical collapse.
Therefore, even if the number of new patients is on the decline for the time being, I don't think it will be possible to lift the restrictions so easily, given the tight availability of ICUs for severely ill patients and wards for moderately ill patients.
Therefore, let's stop the spread of the virus with thorough behavioral change for about a month!

Life and business activity support

On the other hand, it is a fact that the deterioration of the living environment due to self-restraint fatigue and the suspension of economic activities is gradually increasing.
In response to these issues, the city will implement emergency measures by the national government, the Tokyo Metropolitan Government, and Inagi City at an early stage, and will work to support livelihoods and business activities.
We will also respond to problems such as domestic violence caused by increased stress.

For the future

On May 6th, we are planning a meeting of the Inagi City New Coronavirus Infectious Disease Control Headquarters.
By then, I expect that the Ministry of Education, Culture, Sports, Science and Technology will make a certain decision regarding the reopening of schools.
This extension is not a simple extension of the self-restraint measures that have been implemented so far, and it is expected that flexible measures will be required in line with the most recent circumstances, but we will consider individual issues.
And Prime Minister Abe's remarks tonight included the implication that depending on the situation 10 days from now, referring to the opinions of the expert meeting, at the stage of May 14th.
The goal was set on May 31st.
