Some proposals are submitted by the mayor and some are submitted by council members. If a member submits a proposal, two or more sponsors are required.
Deliberations are referred to standing committees or special committees after proposals are explained and questions are asked at the plenary session.If there is no need for such deliberation, referral to a committee is omitted and the resolution is made. When the committee has completed its review, the committee chair will report the review results to the chairperson.
Once the results of each committee's review are out, the chairperson holds a plenary session, requests a report on the committee's review progress and results, and then makes a decision. If passed, the bill will become law.
