Can non-staff members use the cafeteria at City Hall?

The cafeteria, located in the basement of the city hall main building, is open to non-staff members as well.
Available hours are from 11:00 am to 5:00 pm.
The shop in the basement is open from 9:00 a.m. to 5:00 p.m.
