Do people with no income pay National Health Insurance tax?

National Health Insurance is a system of mutual aid in which all members contribute their National Health Insurance taxes to cover necessary medical expenses in preparation for illness or injury.
For this reason, the National Health Insurance tax has a portion to be borne according to income (income percent) and a portion to be borne equally by all members (per capita rate).

In addition, for households who have declared their income through tax returns or municipal tax returns, if their income is below a certain standard, the National Health Insurance tax will be reduced.
