Wide-area collaboration initiatives by local governments in the Tama River basin

Background of the initiative

Efforts for wide-area collaboration between local governments have been developed in various fields depending on the actual circumstances of each region, but by taking advantage of these connections, we can solve common administrative issues and wide-area issues that transcend administrative areas. The need to work on solutions is increasing.
The Tama River Basin Cooperation Council, which was established in May 2013 as a municipality that shares seasonal nature along the eternal Tama River, currently has 11 municipalities (Hachioji City, Fuchu City, Chofu City, Hino City, Komae City, Tama City, Inagi City, Ota Ward, Setagaya Ward, Kawasaki City, Machida City) are participating in the project, and through exchanging information and opinions on issues common to the Tama River Basin and wide-area cooperation measures, efforts will be put into practice beyond city boundaries. I'm connecting.

Purpose of the initiative

The population of Japan as a whole is on the decline, and the impact of this population decline has become an important issue for the Tama region as well. It is necessary to make maximum use of limited local resources effectively and efficiently, and to provide high-quality administrative services into the future.
Under these circumstances, each of the partner municipalities in the Tama River Basin is disseminating objective basic data such as population, finances, and land use, as well as industrial data and tourism information, as well as local resources and town charms. This will lead to further development of the region.

Promoting EBPM (Evidence-based Policy Making)

By collaborating with other local governments, we will discover issues and understand the city's actual situation, which will lead to the Cabinet Office's policy planning based on objective data and other evidence.
We will enhance the appeal of the Tama River basin local government and contribute to the further development of the town and, by extension, the Tama region as a whole.

Overview of Inagi City (city brand that is attractive to people and companies)

Inagi City, with a population of approximately 90,000 people, is located at the eastern end of the Minamitama district, 25 kilometers southwest of Shinjuku in central Tokyo, and borders Kawasaki City, Kanagawa Prefecture from the southeast to the west, and the Tama River to the north. It borders Fuchu City and Chofu City, and Tama City to the west.
The city area is approximately 5.3 kilometers from east to west and north to south, and has an area of ​​17.97 square kilometers, forming a roughly triangular shape with the Tama River as the northern boundary on one side.

Inagi City is characterized by having a lot of greenery even within Tokyo, with large areas of greenery such as the U.S. Army Tama Service Auxiliary Facility and its surrounding forest area, and four golf courses in the city, as well as pear orchards in the city area. There are many major agricultural areas.

In addition to the Tama River, Misawa River, and Yato River, the historic Daimaru Canal has created a good waterfront space, and a variety of creatures live in the greenery and waterside.
As mentioned above, the city is blessed with nature, with abundant greenery and abundant water.

There are a total of six stations on the Keio Line and JR Line within the city. Each Keio Line station can be reached in approximately 30 minutes from Shinjuku Station and approximately 20 minutes from Hashimoto Station. Each Nambu Line station can be reached in approximately 40 minutes from Kawasaki Station and approximately 20 minutes from Tachikawa Station.
Meanwhile, in terms of road traffic, the Inagi Interchange, which connects to the Chuo Expressway, has been opened, and progress is being made in smoothing road traffic by introducing community buses for those with mobility issues and by eliminating level crossings through the construction of elevated stations.
As described above, our city is characterized by its convenience for commuting to work and school, as well as the ease of travel by road both within and outside the city.

Mechanic designer Kunio Okawara project

Inagi city is the hometown of the renowned mechanical designer Kunio Okawara, and the city is promoting the "Mechanical Designer Kunio Okawara Project" with the aim of creating a lively town that is attractive to children and families by displaying Okawara's designs in the city and holding a Mecha Designers Summit.
By promoting this project, we will increase the appeal of Inagi City, leading to regional revitalization, promotion of tourism, and an increase in the number of permanent residents.

Bicycle town

Inagi City has many places to enjoy cycling, such as the Tama River Cycling Road and Minami Tama Ridge Road, so it attracts many cyclists from inside and outside the city.
Additionally, we introduced shared bicycles in 2018 and are focusing on creating an environment that increases mobility within the city.
Furthermore, it has been decided that the cycling (road race) course for the Tokyo 2020 Olympic Games will pass through the city, and as a legacy of the Games, construction is underway on a Cycle Cafe (tentative name) within Inagi Central Park, which will be located along the course, as a gathering place for citizens, park users, and cyclists.

Hometown of professional sports clubs

Verdy in my town Inagi

Tokyo Verdy, a professional soccer club whose hometown is Inagi City, has been based in Inagi City since moving to Tokyo in 2001.
So far, we have cooperated and supported each other by holding Home Town Days, displaying flags on the streets, and introducing theme songs to the melody of trains approaching Inagi Station on the Keio Sagamihara Line.

Cooperation with the Yomiuri Giants

Inagi City is working together as the home town of the Yomiuri Giants, and the road that runs from Keio Sagamihara Line Keio Yomiuriland Station, passes through the Yomiuri Giants Baseball Stadium, and goes to Yomiuriland, ``Yomiuri V Street,'' is a road that was completed in 2009. It contains the handprints of a total of 103 managers, coaches, and players who were with the Yomiuri Giants in 2019.
Also, on the 283-step staircase "Road to the Giants" that goes from Keio Yomiuri Land Station to the Giants Stadium, there is a stone monument handwritten by Shigeo Nagashima, and from the top you can see not only Inagi City but also , Fuchu, and Chofu, making it a night view spot.

In addition to the tourist spots mentioned above, the city and the Yomiuri Giants have also entered into a mutual cooperation agreement with the aim of contributing to the development of sports in the local community and the healthy development of young people. We cooperate and support each other, including visits to elementary schools, Inagi City Festa, and Giants Academy.
Additionally, plans are being made to build a new farm-only baseball field with commercial facilities in Inagi City, which will become ``TOKYO GIANTS TOWN'' (tentative name), which can be enjoyed not only as a place to watch baseball games but also as a place for Tokyo residents to relax.

Support for companies

Inagi City not only holds consultations on business start-ups, management, and business financing, and theme-based consultation sessions, but also holds seminars useful for start-ups and management, including the Start-up Genki Juku. Past efforts at the Tama River Basin Cooperation Council

1. Disaster prevention efforts (1) Support activities using unmanned aerial vehicles (drones) during disasters

In 2016, Chofu City and Komae City introduced an agreement with an NPO to use drones to carry out support activities in the event of a large-scale disaster, such as investigating the damage situation and taking aerial photos of affected areas and creating and providing maps that reflect the damage situation. This agreement led to the expansion of the circle of agreements, and by April 2019, a total of 21 cities and one ward in the Tama region had signed agreements, making it an effective initiative that is expected to improve disaster response capabilities on a wider scale.

2. Disaster Prevention Initiatives (2) Response to Typhoon No. 19

Since we suffered damage from Typhoon No. 19 in October 2019, we shared the damage situation, issues, and response examples of each local government so that the lessons learned can be applied to future disaster countermeasures.

3.Tourism promotion initiative “Guidoor”

This is a tourism promotion initiative that utilizes the multilingual tourism information site "Guidoor."
Available in 10 languages ​​(Japanese, English, Chinese, Korean, French, Spanish, Indonesian, Thai, Italian, Russian), it provides tourist information and event information for each city, as well as maps of evacuation centers. Information is posted.
Chofu City, Fuchu City, Tama City, and Hachioji City have concluded "partnership agreements for inbound tourism promotion" with the Mobile Smart Town Promotion Foundation, which operates the site, and 21 other local governments in Tokyo have posted information. (as of October 2020).
