Inagi City Shingles Vaccination Fees

I received my first vaccination in February, and was told that I should get the second dose after April, although they were not sure if there would be a subsidy from the city. I checked the city's newsletter every month for information about subsidies, but there was no information listed. When October came and there was no information listed, I inquired and was told that "the subsidy started in April, and was listed in the newsletter on April 15th, and that it is not eligible because it is only available within six months of the first vaccination." Publicity is insufficient, and it has not been made known that you are not eligible unless it is within six months, so I would like to ask for proper publicity and appropriate action. First, the shingles vaccination cost subsidy has been in operation since October 2, 2023 as a one-year project. For this reason, the implementation of the shingles vaccination cost subsidy for the next fiscal year will be possible if the budget is approved by the city council, so we were not able to clearly indicate the implementation of the project after April, when the second vaccination will be possible at the time of the first vaccination (February). For those who will be able to receive the second vaccination after April, medical institutions have been instructing them to check the city website after April. For these reasons, we have been widely publicizing the information since April 1 through the city website, city newsletter (April 15 issue), and posters at medical institutions. We will continue to make efforts to publicize the information to citizens who wish to be vaccinated. Next, regarding the interval between the first and second vaccinations of the inactivated vaccine (Shingrix), the second vaccination must be given two months after the first vaccination (at the latest six months later). (People who are considered to be at high risk of contracting shingles can shorten the interval between the first and second vaccinations to one month.) Regarding this, the pharmaceutical manufacturer's vaccine package insert states, "As a standard, the second vaccination should be administered two months after the first vaccination. Even if more than two months have passed since the first vaccination, the vaccination should be administered no later than six months." In order to ensure that all citizens can receive the vaccine safely, we have determined the vaccination interval in accordance with the vaccine package insert.
For this reason, the "Inagi City Shingles Vaccination Cost Subsidy Notice" includes the following note to all those who will be vaccinated: "The second vaccination is required two months after the first vaccination (at the latest six months after)." Also, as stated in the questions on the pre-vaccination form, subsidies will be provided only if the person understands this content and observes the precautions when getting vaccinated.
Regarding the criticism that this point has not been made public enough, we will make efforts to make it clearer and more understandable in the future.

Regarding the proposed Shiroyama Street, we have been carrying out replacement work on the roadway from the Shiroyama Park intersection to the Shin-Daimaru intersection, one lane at a time, starting from the Shiroyama intersection side toward the Shin-Daimaru intersection, since fiscal year 2023. This fiscal year, we will continue to carry out work from the area completed last year toward the Shin-Daimaru intersection side, and once the lane in question (downbound) is completed, we plan to move to the opposite lane (upbound).
Until the construction is completed, we will carry out daily inspections and make partial repairs as necessary.
Next, traffic regulations such as traffic lights are decided by the Metropolitan Police Department, which is the traffic manager. When we asked the Metropolitan Police Department about the installation of a traffic light for vehicles from the Inagi Municipal Hospital side to Kawasaki Kaido in front of the hospital, they said, "The requested location is the entrance/exit of an off-street facility, not an intersection. We will not install a traffic light for entering or exiting the off-street facility." At the requested location, a pedestrian traffic light is installed crossing Kawasaki Kaido, so when the pedestrian traffic light is green, or when there is no traffic on Kawasaki Kaido, please check for safety on both sides before passing through.
As a city, we will continue to take measures to improve traffic safety in the area, including requesting the Tokyo Metropolitan Government, which is the road administrator for Kawasaki Kaido, to properly manage street trees to ensure vehicle visibility.

We have also inspected the Utsunomiya LRT, but the railway line was built connecting Utsunomiya Station to a large industrial complex in order to alleviate chronic congestion caused by private cars commuting to the industrial complex. Considering the scale of the project and its profitability, we believe that it would not be possible to implement it within Inagi City.

Therefore, we apologize for the inconvenience, but please consider using the route buses that run on Tenjin Street or the i-bus bus stop.
Next, regarding the installation of convex mirrors as requested, convex mirrors have blind spots that are not reflected on the mirror surface, and small children in particular are likely to be in these blind spots, which may increase the risk of traffic accidents. As a city, we are making careful decisions regarding the installation of convex mirrors, especially on school routes and around childcare facilities.
Regarding the requested location, after checking the site, we found that a corner cutout had been installed at the T-junction, ensuring a certain level of visibility. Therefore, there are no plans to install a convex mirror, however, warning signs have already been installed to ensure traffic safety.

The city has been informed by East Japan Railway Company (JR East Japan) that in order to improve safety associated with one-man operation, monitors will be installed in the driver's seat that will enable passengers to check whether they are boarding or disembarking at all doors, and that for the first time in JR East Japan, a function will be introduced that will allow communication between passengers and the transport control room in the event of an emergency, and that the transport control room will make announcements directly on the train. Furthermore, JR East Japan will provide the necessary education and training to its staff, and will implement one-man operation that will allow passengers to board with peace of mind.
Our city has been requesting improvements to the safety of train operations for some time now, and we will continue to request JR East to take further safety measures, taking into account the issues you have raised, in order to alleviate the concerns of station users.

Basic plan for the Act on Support for Women in Difficulty It seems that Tokyo Metropolitan Government is creating the basic policy for the "Law on Support for Women with Difficult Problems" that came into force in April 2024. Each local government is required to make an effort to create a basic plan. Does Inagi City have any plans to create a basic plan? Regarding the "Act on Support for Women with Difficult Problems," which came into effect on April 1, 2024, municipalities are required to endeavor to formulate municipal basic plans.
Currently, Inagi City is holding repeated discussions at the Inagi City Gender Equality Plan Promotion Council, which is made up of experts and citizens selected from the public, in preparation for the formulation of the fifth plan (hereinafter referred to as the "Fifth Plan") of the Inagi City Gender Equality Plan (Inagi Plan for Promoting Gender Equality), which will begin in fiscal year 2026.
