Inagi's townscape has undergone a transformation from a rural area utilizing a network of irrigation canals to a residential city on the outskirts of the metropolitan area, typified by the development of Tama New Town. In addition, we will carry out urban infrastructure development while maintaining a good balance between the water and greenery that spreads throughout the city and the convenience of daily life. We will improve the main roads and create a city without railroad crossings by elevating the JR Nambu Line. As a livable city with convenient transportation and a good environment, the population continues to increase to this day.
The basic concept is based on this historical process, looks ahead to a new era, sets out the city's vision of the future city and the basic goals of town development as the basic philosophy of town development, and sets out the basic direction for realizing them. indicates gender. The Fifth Inagi City Long-Term Comprehensive Plan sets out the following three perspectives as particularly necessary for realizing the future vision of the city and the basic goals of urban development, and will approach urban development with these in mind.

Inagi City has been promoting community development through collaboration between citizens and the government. Among these, in addition to community development that is led by the government and community development that is carried out in collaboration with citizens, we can also see forms of community development that are carried out independently by citizens.
Citizen and community activities are carried out in which citizens look at the city from their own perspective and try to solve familiar problems in a way that suits them and is different from that of the government.
We hope that the power of citizens who have ``civic pride,'' the awareness of being involved in the town they live in and making it better, and the pride that they are shaping this town, will be utilized in town development. The city will continue to develop measures.

The basic philosophy of Inagi City's urban development and the SDGs philosophy of realizing a sustainable, diverse and inclusive society that "leaves no one behind" are the same direction we should aim for.
In the 5th Inagi City Long-term Comprehensive Plan, which sets the target year as 2030, the same as the goal of the SDGs, we will promote sustainable town development and at the same time aim to achieve the SDGs through its realization.

As Japan's population continues to decline rapidly, it is estimated that the aging population will reach its peak in 2042 at an aging rate of 36.1%. Around this time, the most populous baby boomer generation will be over 65 years old, and the number of people in their 20s will be only about half of the baby boomer junior generation, so the working-age population will rapidly decline toward around 2040.
As the decline in the working-age population accelerates, local governments across the country will need to share their scarce labor force between the public and private sectors, and local tax revenues may decline if incomes and land prices decline. there is. It is expected that the management of local governments will become increasingly difficult.
We need to recognize that 2030, the final year of the Fifth Long-Term Comprehensive Plan for Inagi City, is at the halfway point in this timeline towards 2040. Although the population of Inagi City is expected to increase by 2040, it is estimated that the population of Tokyo and many of its neighboring municipalities will decrease. In order to share the limited workforce within the region and maintain society, Inagi City is gradually developing a system from now until 2040 that can provide sustainable and stable citizen services with a small number of employees. In a citizen awareness survey conducted in 2019, more than 80% of people, regardless of generation, wanted to continue living in Inagi City, indicating a strong desire to settle there. Reasons cited include good natural environment, good living environment such as roads, convenient shopping etc., and good human relationships.
The rich nature, the convenience of the location and urban infrastructure, and the social relationships of the people who live there create an image of Inagi City as a ``moderately rural, moderately urban town'' that is a pleasant place to live, leading to a desire to continue living there. The 17.97 square kilometer city area of ​​Inagi City includes local living hubs, the bustle around six stations, a transportation network centered on arterial roads, the greenery of the Tama Hills, woodlands close to daily life, parks and farmland, and the clear waters of the Tama River. The Misawa River, which flows through flat land, waterside areas such as the Daimaru Canal, and areas with various expressions are compactly grouped together.
