The Inagi City Civil Protection Plan was formulated in March 2007 as an action plan for the city to swiftly and accurately implement measures to protect residents in the event of an armed attack from a foreign country or large-scale terrorism. In order to make the city's civil protection system more effective, the plan was partially changed in March 2019 based on the change in the Tokyo Metropolitan Civil Protection Plan (March 2015).
