Q&A overview

Contents of question Answer
Bicycle sharing has been introduced in the city, but I want them to take all possible safety measures. (For example, do not rent a shared bicycle to someone who does not have bicycle insurance.) Shared bicycles include various types of non-life insurance.
The city's safety measures include educating people about how to ride a bicycle and manners, and raising safety awareness, and we would like to continue to make efforts to raise awareness.
If we want to encourage people to ride bicycles as a ``bicycle town,'' we would like to see air pumps for bicycle tires placed in each public facility. We would like to consider this, including its necessity.
In preparation for the 2020 Olympics, I would like to see improvements to the pavement of city roads that serve as bicycle road race courses. Road racing is a competition in which the race is run on public roads, and unless there is any damage that would interfere with competition, no maintenance is generally done for the competition itself.
Regarding road repair throughout the city, given the limited budget, we are prioritizing road repairs and will continue to work on them.
The U-turn lane along the main ridgeline in front of the general gymnasium has not been mowed both up and down, and visibility is poor. I want you to work. I will check the location on the map later.
(Note: Grass mowing work will be carried out at the department in charge at a later date)
Nagamine Oasis is used for the general meeting of the neighborhood association, but there are not enough chairs. I don't mind a pipe chair, so I would like to add more. Since this is a budget-related matter, I cannot give an immediate answer, but I would like to consider it.
Following a burglary in Laurel Hills last year, the neighborhood association is considering installing security cameras, but it would cost about 3.6 million yen to set up new poles and power sources, and about 5 million yen including equipment leases, which is beyond the scope of the neighborhood association's budget.
I would like the city to establish a subsidy system.
Although there are pros and cons to installing security cameras, they are recognized to have a certain effect as a crime deterrent.
The city has been systematically installing security cameras along elementary and junior high school routes to school, and believes that installation in necessary locations has been largely completed, and would like to wait and see how things develop for the time being.
We would like to consider budgeting for a system in which the city would provide subsidies when security cameras are installed under the initiative of local neighborhood associations.
The area around Nagamine Elementary School's grand staircase and gymnasium is pitch-black at night and scary. There are not many people walking around, and suspicious people have been seen, so I would like to see lights installed to help prevent crime. Since Nagamine is an area developed under the concept of ``a town where you can see the stars,'' there are various opinions regarding lighting, so it is necessary to listen to the opinions of the entire Nagamine area and consider this.
We have received several opinions regarding the grand staircase at Nagamine Elementary School, and although it will take time and money, we would like to consider installing lighting.
Since Nagamine does not have a cultural center, children's center, or library, I would like to see newspapers and magazines placed at Nagamine Oasis. I would also like the library to provide a book distribution service. Similar requests have been received in the "Proposals to City Administration," but it is extremely difficult to provide uniform services throughout the city. Regarding book distribution services, the library has a system called group lending, so please consider it.
Inagi City has a small city area, so they chose to build a branch within the local cultural center rather than a mobile library. The Nagamine district has a central library nearby, so please make use of it.
The street lights illuminate only the roadway, and the sidewalk is dark. I think it would be difficult to install new street lights, but I would like you to consider attaching lights to existing street lights to illuminate the sidewalk. I think it is cheaper to attach lighting equipment to existing street lights than to install new ones, but they must meet strict standards such as being able to withstand wind speeds of 30 to 40 m/s. In addition, in the Nagamine area, power lines are buried underground, so installing lighting equipment above ground requires excavating roads and rerouting the power lines, which is expensive.
As I mentioned earlier, the Nagamine district was originally developed as a "town where you can see the stars," so we would like to consider street lighting while listening to the opinions of the entire region.
Bicycles are seen riding in two files on the road (Ogone Main Line) from Bamiyan in Wakabadai to Tama University, and on the road (Kawasaki Kaido) from Minami Tama Station to the Municipal Hospital, which can be very scary for drivers.
I would like the roads to be separated into separate lanes for cars, bicycles, and sidewalks.
Regarding Kawasaki Kaido, the Tokyo metropolitan government will divide the sidewalk into two and create a pedestrian lane and a bicycle lane.
Regarding the Ridge Trunk Line, main road maintenance work has begun from the Hachioji area, and work is scheduled to begin in the Inagi City area in the future. Initially, the city requested that the Tokyo metropolitan government provide pedestrian lanes and low-speed bicycle lanes on sidewalks, and high-speed bicycle lanes on roadways. However, if bicycle lanes were established, all bicycles would have to ride in bicycle lanes, creating the inconvenience and danger of not being allowed to ride in the wrong direction. The plan is to create bicycle lanes and draw lines on the roadway to create lanes for bicycles, although they will not be designated as bicycle lanes.
However, since the section from Bamiyan to Tama University in question is a side road of the Ridge Trunk Line, it would be difficult to construct it in the same way as the main line that will be constructed in the future.
When will the One Trunk Line and underground tunnels be completed? Although the specific schedule has not been determined, it is likely that the construction of the One Trunk Line will be several years in the future.
Regarding the underground tunnel, it is necessary to consult with the U.S. military as part of it passes under the Tama Hills, and it must be constructed to avoid wetlands designated as conservation areas by the Tokyo Metropolitan Government. , as there are multiple issues, it is likely that it will take time to develop the system.
As a crime prevention measure, we would like your cooperation in subsidizing the costs of installing security cameras led by local residents' associations and in increasing the number of street lights. This is the same answer I gave earlier, but we will continue to consider this in the future.
A disaster prevention drill will be held at the Nagamine Association on November 18th. Please let us know if there are any drills that need to be conducted. Regarding local disaster prevention drills, please consult with the fire department to decide on the content of the drills. Also, please participate in local disaster prevention drills and comprehensive disaster prevention drills conducted by the city.
Please let me know if there are any administrative issues in the Nagamine district. We believe that residents' requests themselves are an administrative issue. The Nagamine district was once created with the concept of ``a town where you can see the stars,'' but as time has passed, many have commented that it has become dark. We recognize that it is the government's responsibility to resolve these issues.
Regarding bicycle sharing, I would like to know where the cycle stations are planned to be installed.

Bicycle sharing will be an initiative led by the private sector.
We will contact you individually at a later date regarding public facilities and other locations that we have presented to businesses as possible locations for cycle stations.
