Mental and physical disability welfare allowance

 The purpose is to promote welfare by providing allowances to people with physical and mental disabilities.

subject

 Those who are 20 years old or older and have a physical disability certificate grade 1 to 4, those who have a love notebook grade 1 to 4, and those with cerebral palsy or progressive muscular atrophy.
Note: Those who fall under the payment restrictions will not be paid.

Note: Those who have changed their disability grade must submit a change notification.

Payment restrictions

Those who fall under any of the following are not eligible.

1 Those who exceed the income limit standard amount
2 Persons in a facility
3 Those who are 65 years old or older and have newly acquired a notebook (note)
Note: Those who have obtained a notebook of the applicable grade before the age of 65 and fall under any of the following are eligible.
1 If you did not have an address within the Tokyo metropolitan area. 2 If you were unable to apply for welfare allowance for the mentally and physically disabled because you were in a facility. 3 If you were unable to apply for welfare allowance for the mentally and physically disabled because your income exceeded the standard amount. If not accepted

Income limit standard amount

1 or more people 3,604,000 yen plus 380,000 yen per dependent relative (100,000 yen per person if there is a spouse eligible for the elderly deduction or an elderly dependent relative); (limited to the amount), add 250,000 yen per person to that amount)

Note: For details on deductions, etc., please contact the Disability Welfare Division.
In the table, "spouse eligible for deduction for the elderly" shall be replaced with "spouse 70 years of age or older living in the same household" under the Income Tax Act for allowances from August 2019 onward.
