Based on the accident at the Fukuchiyama Fireworks Festival in Fukuchiyama City, Kyoto Prefecture in August 2013, in which 3 people died and 56 people were injured, fire prevention measures are being taken at festivals, fairs, fireworks displays, and other events where large numbers of people gather. In order to enhance and strengthen the fire prevention regulations of Inagi City, a portion of the Inagi City Fire Prevention Ordinance has been revised, making the following mandatory.
(1) Installation of a fire extinguisher when using hot appliances, etc. (2) If you plan to open a stall, etc. that uses hot appliances, etc., a notification is required.
1 Install a fire extinguisher
If a fire breaks out at an event where a large number of people gather, it is extremely important to quickly extinguish the fire.
Fire extinguishers must be installed when using cooking utensils, generators, and other hot appliances.
(Note) Fire extinguishers can be installed jointly at multiple stalls, etc. Please contact the fire department for details.
2 If you plan to open a stall, etc., please submit a notification.
If you plan to use any flammable appliances at a stall, etc., you must notify the fire department at least 3 days before opening.
As a general rule, those who open stalls, etc. that use hot appliances, etc. must submit a notification.
Additionally, if multiple stalls, etc. are opened for a single event, the event organizer or the person in charge of the stalls, etc. can submit the notification all at once.
[What is an event where a large number of people gather?]
This applies to events that have a certain social scope, such as festivals, fairs, fireworks displays, and exhibitions.
For this reason, events where familiar faces gather, such as barbecues with close family members, events hosted by parents at kindergartens and elementary schools, etc., are excluded.
[What are hot appliances, etc.]
Appliances that use liquid fuel, gaseous fuel, solid fuel, or electricity as a heat source.
Specifically, it refers to generators, stoves, stoves, etc.
[Type of fire extinguisher]
As for fire extinguishers, aerosol type simple fire extinguishers or residential fire extinguishers cannot be installed.
Please install a type 10 powder fire extinguisher.
It is necessary to install a fire extinguisher and notify the fire department of the opening of the stall.
3. When holding a large-scale outdoor event, it is now necessary to notify the fire department and appoint a person in charge of fire prevention.
[If an event is expected to attract more than 100,000 people per day and the organizers are allowing more than 100 stalls, or an event of a similar scale that the fire chief has recognized as requiring fire prevention measures, a notification to the fire department must be submitted at least 14 days prior to the event.]
(1) Announcement on the websites of fire departments and the city. (2) Implementation of fire prevention measures. Organizers of large-scale outdoor events are now required to take fire prevention measures.
(Note) Failure to submit plans regarding work required for fire prevention will result in penalties (a fine of up to 300,000 yen).

(2) Matters related to understanding the status of the use of hot appliances, etc. and the handling of hazardous materials.
(3) Matters related to the safe arrangement of audience seats, such as stalls that use flammable appliances or handle hazardous materials, in terms of fire prevention.
(4) Regarding preparations for extinguishing fire-extinguishing appliances, etc.
(5) Matters related to firefighting, reporting, and evacuation guidance in the event of a fire.
(6) Matters related to understanding matters necessary for firefighting activities related to acts that may impede firefighting activities.
(7) In addition to 1 to 6 above, matters related to work necessary for fire prevention.
